SERZH SARGSYAN MIGHT BE IN CONFUSION
In October 2008 Serzh Sargsyan addressed the nation for the first
time. In his speech he dwelled on an incident involving the oligarch
Levon Sargsyan whose bodyguards had beaten to death a young man
taking him for someone else. The young man was a Republican. Without
uttering anyone's name or nickname, he announced that nobody will go
with impunity, and lynching is unacceptable.
Nevertheless, the method of lynching continued after his speech,
and such prominent people as Ruben Hairapetyan and Suren Khachatryan
featured in scandals. Serzh Sargsyan was silent, let alone uttering
their names. Instead, the self-defense scenario is being cooked in
the kitchen of the government seasoning it with details of Hollywood
movies. Amid all, Serzh Sargsyan thoroughly describes the end of
Azerbaijan, predicting fundamental changes in the region in a few
years' time.
In fact, foreign affairs are a lifebelt for Serzh Sargsyan. In
the crisis of 2008 he turned his face to the Armenian-Turkish
normalization, Artsakh, now he is facing the region, while the society
is stirred up by internal problems, scandals involving the governor
of Syunik, prime minister's offshore assets, inflation.
Instead, Serzh Sargsyan is describing the end of Armenia. Azerbaijan
might be in panic, everyone is counting down to Armageddon described by
Serzh Sargsyan. Meanwhile, for the Armenian society Serzh Sargsyan's
speech is an artifact of Armageddon, Armageddon of logic of public
administration of Armenia.
The international situation, tendencies, geopolitical interests
are really favorable for Armenia. They do pose challenges but if
Armenia copes with these challenges, opportunities will open up for
major progress, a historically unprecedented one against the current
global situation.
In the meantime, Serzh Sargsyan has decided to spend this favorable
time on resolving his own problems in this state, not the problems
of this state. Perhaps he thinks that the favorable international
conjuncture is the gift of fortune to him personally which can be
presented to the society as the result of a wise policy. It is not
ruled out that Serzh Sargsyan truly believes that the favorable climate
is also a result of wise policy which he uses to cover up inefficiency
to put it mildly but, in fact, lack of will in domestic affairs.
However, Serzh Sargsyan is mixing up his desire and the reality. The
favorable international situation is not a gift or the result of
a wise foreign policy. It is the result of decades of hard work of
the leaders of geopolitics which they have achieved while pursuing
their own national interest. In other words, it is a situation where
the interests are constant, not the stakeholders. If Serzh Sargsyan
identifies his administration with the state, it does not mean that
his and nation's interests are also one and are perceived as one
interest by the international community.
The situation is clear to the international community. This community
conveys it in a simple language to Armenia through its organizations
and officials. The meaning is that the favorable international climate
could be used in domestic reforms to promote reforms rather than cover
the reforms with smoke and detract attention from faults. Armenia
will be able to perform its role in international affairs only after
real change.
If Armenia is not ready, they will hardly choose another
country. They will choose another government because the key role
for Armenia was not selected randomly but on the basis of analysis
of historico-geographical and political factors which are not Serzh
Sargsyan's merit for sure so Serzh Sargsyan has no value against them.
Identification of government and state does not suppose for
identification or interests or values. Armenia has obtained a value,
not Serzh Sargsyan. Apparently, Serzh Sargsyan is in confusion which
may be fatal. In the current situation, whoever the president is, he
or she will be perceived as a hindrance unless he or she is helpful to
the internal justification of the international economic and political
value gained by Armenia.
So it is preferable to skip the sunset of Azerbaijan due to a tough
schedule of domestic affairs rather than other valid excuses.
