    EPISODES FROM "STEALING BUDGET MONEY"

    During the discussion of the 2012 agricultural budget performance,
    Member of Parliament Murad Muradyan of Ararat region asked whether
    the relevant bodies are aware that the cheap fuel program does not
    reach to its beneficiaries in Ararat region. Minister of finance
    David Sargsyan responded that the ministry has launched a check. The
    member of parliament said that misappropriation is not something new
    to Ararat Marz. The ministry promised to issue a statement in this
    regard but never did.

    The media were full of reports. Lragir.am also reported that Speaker
    Hovik Abrahamyan and his relatives received cheap car fuel this spring
    within a state program. The same happened last year.

    According to the people of Ararat, cheap fuel and fertilizers are
    kept and sold to villagers at a higher price later.

    Abrahamyan's family has large land plots in the region, and farmers
    always have problems with the irrigation. Sometimes, they don't have
    water for weeks.

    There are rumors that the ministry of agriculture is also part of this
    business of stealing cheap fuel and fertilizers. There were interesting
    "findings" in the agricultural department of Ararat municipality. It
    was found out that the department forced the community heads to sign
    documents to receive fuel for the communities.

    But fuel was never supplied to the communities but was sold in petrol
    stations. This "chain" is traced back to the ministry of agriculture,
    involving high-ranking officials who own lands in Ararat.

    Note that during the discussion of the annual report of the Control
    Chamber Speaker Hovik Abrahamyan said indignantly that those who
    steal budget money should be punished.
