    ARMENIA AGAINST OPENING OF RUSSIA'S MIGRATION SERVICE OFFICES IN THE COUNTRY: PREMIER

    YEREVAN, June 18. /ARKA/. Yerevan is against opening offices of
    Russia's migration service in Armenia and implementation of the Russian
    "Compatriots" program in Armenia, Armenian service of Radio Liberty
    reported referring to the interview of the premier.

    In recent years the Russian state-supported immigration program
    enabling compatriots living abroad to move to Russia has been
    severely criticized in Armenia. The opponents of the program believe
    it legalizes the migration fr om Armenia to Russia. As early as
    last summer Armenia's premier Tigran Sargsyan said the government is
    concerned over the fact that Armenian citizens leave the country under
    "Compatriots".

    "This program exists. It is a Russian Federation state-run program.

    The matter is that they wanted to make an agreement with us so that
    Russia's Migration Service could open its offices in the Republic
    of Armenia and implement its program through these offices. We
    strongly objected it, and be sure, we still are against it today",
    the prime-minister said.

    According to Sargsyan, emigration contains many factors and is a
    serious challenge for Armenia.

    "That is why we have singled out three main problems in the government
    program we submitted for the National Assembly's approval - jobs,
    poverty and emigration", the prime-minister said.

    He claimed the government program aims at increasing standards of
    life in Armenia so that people have the opportunity to live in their
    homeland.

    In response to the question whether jobs will be opened in villages
    wh ere people emigrate from today, the premier said yes and added
    a program is currently being implemented in 55 rural communities,
    together with the World Bank.

    "We are supporting operation of cooperatives in villages. At present,
    23 million dollars are allocated for this program, and we will get an
    extra 31 million dollars. The number of communities is now increased
    by 17. When we get another 30 million, we will double also the number
    of communities", the premier said.

    The "Compatriots" Russian state program supports immigration of
    countrymen living abroad and was approved in June 2006. Its aim is
    to promote voluntary immigration and attract citizens of post-Soviet
    republics to Russia for permanent residence. -0-- - See more at:
