YEREVAN, JUNE 18, ARMENPRESS: Azerbaijani authorities with their
non-constructive position create problems not only for Armenia and
Nagorno-Karabakh but also for mediator countries involved in the
settlement process and their leaders doubting their international
reputation. About this during conversation with "Armenpress" mentioned
political scientist Hrant Melik-Shahnazaryan.
"OSCE Minsk Group Co-Chairs already for several years perform from
position of necessity of using updated Madrid principles but it is
obvious that the document was failed in the negotiating process
and failed because of one reason. On August 30, 2012 Azerbaijan,
organizing the extradition of Ramil Safarov, put a change in the
negotiating process after which the logic of Madrid principles became
unacceptable and impossible," mentioned the political scientist.
In his words in case of failure of Madrid principles by Azerbaijan
the presidents had no other way but to express regret which they
expressed in the joint statement. "During the last year and especially
after extradition of Safarov the positions of international mediators
and Armenian side are quite in line. Instead we see that Azerbaijan
does not refuse its policy and Aliyev uses every convenient case to
sound a threat of war. Besides, they do not implement steps which
will recover the confidence, for example removal of snipers from
the border, or they lay obstacles to the operation of airport in
Stepanakert although it is a humanitarian program. All this show that
Azerbaijani authorities are not interested in the peaceful settlement
of the conflict," finished the Hrant Melik-Shahnazaryan.
OSCE Minsk Group countries Russia, USA and France, issued a statement
on the Nagorno Karabakh conflict peaceful settlement on June 18
stressing their deep regret that the sides of the conflict did not
reach the settlement of the conflict.
