Still last summer when at the regular session of the interdepartmental
commission on the issues of exploitation of the open-pit mine of Kashen
were discussed the problems of the mine operation influence on the land
and water resources, biota and people's health the then minister of
economic development Karen Yesayan in answer to my question how great
the damage caused to nature will be and how many hectares of forests
there are in the mentioned area noted that there are no forests in
the territory, only brushwood and that occupying little area.
It seemed next to so much damage we should not worry about the loss
of forests but as it turned out we should not have hurried to rejoice.
Lately at the government session the draft decisions presented by the
chairman of the State Committee of Real Estate Cadastre were approved
of by the Executive. According to them timber lands of 2.36 ha being
the state property of the rural community of Jankatagh, Martakert
region, 210.50 ha in Vardadzor, 36.11 in Nerqin Horatagh and 9.01 ha
in Tsaghkashen including brushwood were transformed into industrial
land use category. Incidentally, the category of next to 400 ha of
agricultural land was changed as well.
By the decision of the government without any tender the mentioned
lands with the right of tenancy and/or construction right and with
an annual rent equal to the land tax were given to the "Base Metals"
CJSC for 99-year term to be used with the aim of mine operation.
How great the damage caused to the timber lands and to agriculture
is can be inferred from the above mentioned data yet one should fancy
the damage caused to the inhabitants' health by the operation of the
open-pit mine.
The results of the studies of the damage have not been published yet.
