    RUSSIA HAS MADE ANOTHER STEP TO SEVER RELATIONS WITH AZERBAIJAN

    Baku, Fineko/abc.az. Deputy Foreign Minister Mahmud Mammadguliyev
    handed over yesterday a note of protest to the Russian ambassador
    in Azerbaijan Vladimir Dorokhin in connection with publication of
    article of V. Dubnov "For 25 years, Nagorno Karabakh learned to be
    unrecognized" on 25 February by state information agency RIA Novosti.

    The Ministry of Foreign Affairs of Azerbaijan reports that
    publication of this "story" bore the nature of provocation before
    the 21th anniversary of the genocide of Azerbaijanis by Armenians
    in Karabakh town of Khojaly. The note of protest openly states that
    such publications of the state agency question Russia's role as
    co-chair of the OSCE Minsk Group on the peaceful settlement of the
    Armenian-Azerbaijani Nagorno-Karabakh conflict and contradict the
    agreement on friendship and cooperation between Russia and Azerbaijan
    from 3 July 1997.

    Last night, the Russian Embassy tried to justify the situation with
    the fact that the article has been already removed from RIA-Novosti
    web-resource and that the article expresses the personal views of
    the author which does not reflect the views of the state agency,
    and so on and so forth.

    It should be noted that this article is in line with a significant
    deterioration in bilateral relations in recent years. To the credit
    of Azerbaijan, it did not even try to prosecute actions of notorious
    RIA-Novosti's subsidiary operating in the country - the democratic
    principles are holy to the Azerbaijani side.

    Besides, the provocative article was published on the day of XVI
    meeting of the Council of Heads of State News Agencies of the CIS. As
    they say, Byzantine manners remain Byzantine in Africa as well.
