Only full involvement of Nagorno Karabakh in the negotiation process
will ensure real breakthrough

The process of settlement of the Karabakh issue is slow first of all
because Nagorno Karabakh is not involved in the negotiations as a full
party, Foreign Minister of the Nagorno Karabakh Republic Karen
Mirzoyan said in an interview with Russian Ekho Moskvy radio station.
`Only the full involvement of the Nagorno Karabakh Republic in all
stages of settlement process will provide an opportunity to ensure a
real breakthrough and reach our final target - resolution of the
conflict between Azerbaijan and Nagorno Karabakh,' the Foreign
Minister said.
Speaking about the achievements since 1994, Karen Mirzoyan said `the
most important achievement is the understanding that the expression of
will of the people of Nagorno Karabakh should be at the core of
settlement.'
The Foreign Minister said there are chances for Nagorno Karabakh to be
recognized by other states. `I'm confident that the Nagorno Karabakh
Republic will once become a full-fledged member of the international
community,' he said, adding that `recognition of Nagorno Karabakh will
create more favorable conditions for the settlement of the conflict.'
`The Stepanakert Airport will be opened,' Karen Mirzoyan said.
`Flights will be operated, thus ensuring the right of the people of
Nagorno Karabakh to free movement. This step is exceptionally of
humanitarian character. It pursues the purpose of guaranteeing normal
living conditions for the people of Karabakh and protection of their
rights.'
Minister Mirzoyan said he hopes the airport will be opened in the
foreseeable future after all technical problems are solved.
