    Raffi Hovannisian, the official runner-up in the February 18
    presidential election who is disputing its official outcome, has again
    dismissed the recent avalanche of international recognitions of
    incumbent President Serzh Sargsyan's victory, including the most
    recent congratulatory message from U.S. President Barack Obama.

    Among those who had congratulated Sargsyan on his outright reelection
    were also Russian President Vladimir Putin and French President
    Francois Hollande.

    The United States-born 53-year-old former foreign minister of Armenia
    reportedly addressed over Skype a Town Hall Rally for Armenia that was
    held in Glendale Sunday evening (Monday morning Yerevan time).
    According to a Facebook account, Raffi for President, Hovannisian, in
    particular, said: `No foreign government -- be it led by Obama, Putin,
    Hollande -- can be allowed to trample on the rights of the Armenian
    people by recognizing an illegitimate regime.'

    Hovannisian, who is set to appeal the election outcome at the
    Constitutional Court later today, has held public protests in capital
    Yerevan and regional towns against what he describes as a fraudulent
    election in which Sargsyan officially polled about 59 percent (as
    opposed to Hovannisian's nearly 37 percent tally).

    The opposition leader told supporters in Yerevan at a weekend rally
    that he was going to achieve the recognition of the `people's victory'
    before April 9 (the official day for a presidential inauguration in
    Armenia) literally at the cost of his life. He did not elaborate on
    that.
