Raffi Is A Transitional Figure In Application Of New Model

Publicist Zaruhi Hovhannisyan believes that Armenia is again the first
link in the world experiment of geopolitical transformations and
application of new models. Raffi Hovannisian is a transitional figure.
He is the soft opposition which demonstrates less resistance and does
not allow escalation to ensure the process of transition is not very
painful.
According to her, based on the information circulated on March 1-2, we
can affirm that the international processes are developing fast and
they are related to Armenia. `The mood changed in the third interim
report of the OSCE/ODIHR on the election, certain stresses and
concerns appeared. At the same time, in the framework of cooperation
on mobility the EU provides 3 million euro to Armenia. The U.S.
President Barack Obama congratulated Serzh Sargsyan, mentioning the
word `re-election' and further cooperation.
Russian President Vladimir Putin invites Serzh Sargsyan to Moscow to
discuss issues related to the Eurasian Union, Customs Union, CSTO, the
airport of Stepanakert. In the pre-election period it was clearly
stated that any interference in the internal affairs of the Russian
Federation, any pressure on Russia and its allies is unacceptable.
Ostensibly, the three major actors of the world bet on Armenia and
expect their dividends from the new situation, says Zaruhi
Hovhannisyan.
The main political event, in her opinion, is the meeting of Raffi
Hovannisian who won the elections, with the leader of Prosperous
Armenia Gagik Tsarukyan, during which an agreement was reached to
cooperate to overcome the crisis, not refraining from extraordinary
solutions.
`What kind of extraordinary solutions do they mean? The PAP
parliamentary group advocated transition to parliamentary governance
before the presidential election, Zaruhi Hovhannisyan recalled. She
also said that three days ago the Heritage parliamentary group and the
ARF submitted to the parliament a proposal on extraordinary meeting of
parliament. The proposal includes three points: fundamental
transformation of the Electoral Code, early parliamentary elections
within a year and a referendum on constitutional changes, transition
to parliamentary governance and provision of control levers to the
opposition.
The main trend was identified during the presidential election. The
system of governance is changed and the experiment is made on Armenia
with mutual consent of domestic and foreign players. And Raffi
Hovannisian's non-conflict manner will play an important role.
`Resistance continues in the civil field, and the citizen of Armenia
declares disobedience as the election results become known,' said
Zaruhi Hovhannisyan.
