Immediately after the visit to Moscow Serzh Sargsyan leaves for
Brussels to attend the EPP summit. It is interesting whether Prime
Minister Tigran Sargsyan will leave for Moscow. In Moscow one of the
key issues of the meeting with Putin will be appointment of prime
minister. Before Serzh Sargsyan's departure for Moscow the Armenian
press reported that Russia supports the ex-head of ARG Karen Karapetyan
who is currently the vice president of Gazprom Bank. Russia links
the gas price to this appointment.
Interestingly, Tigran Sargsyan's visit to Moscow discussed by
the prime minister and the Russian ambassador in January has been
cancelled. Interestingly, the visit of the Russian ambassador to
PM's office followed the visit of the U.S. ambassador and the country
director of USAID. The U.S. diplomats presented to Tigran Sargsyan the
cooperation plan prepared for Armenia. On the next day, according to
the official press release, the Russian ambassador visited the PM's
office and discussed Tigran Sargsyan's visit to Moscow.
It is already mid-March, and Tigran Sargsyan has not gone to Moscow
yet. Instead, the U.S. ambassador visited the prime minister's office
again, while the press rumors that Russia supports Karen Karapetyan's
nomination for prime minister who is currently visiting Yerevan and
having meetings with the political parties.
No statement has followed Serzh Sargsyan's visit to Moscow. There are
no hints on what they discussed with Putin. Most probably, this issue
will be on the agenda of Serzh Sargsyan's visit to Brussels. On the
eve of Serzh Sargsyan's visit to Moscow the deputy foreign minister
of the UK met with the prime minister and informed about the interest
of British companies to make investments in Armenia.
This statement is highly important for further development of Armenia.
During the meeting with Serzh Sargsyan Vladimir Putin reminded that
Russia is Armenia's number one economic partner and investor, and
there is a huge Armenian community in Russia, hinting remittances.
As long as this economic correlation has not changed, the policy of
foreign political diversification will be a sham. Russia will keep
its influence on Armenia. It means that Moscow will make a decision
on the nomination of the prime minister.
The West speaks about investments but there is no commitment yet. On
the other hand, the Western investments are blocked by the Armenian
governance, the example is Carrefour. Here's a vicious circle.
Diversification of investments depends on political will, political
will depends on capital, capital depends on Russia. The ruling "elite",
the government and the opposition, do not want to take the risk.
The possible ways out of this vicious circle are highly hypothetical
until the majority of public is in the offside and chooses the extreme
of all the ways out. Another attempt is made on Freedom Square to
form a factor out of the society. If this attempt succeeds, there
will be a meaning to discuss the foreign dimension of the nomination
of prime minister, if not, it is not important in which capital city
this issue will be solved.
