GAREGIN CHUGASZYAN POINTED OUT FIVE STEPS

During yesterday's civil forum on Freedom Square, member of Sardarapat
initiative Garegin Chugaszyan mentioned five steps that are necessary
to establish a democratic system in Armenia. The first step is the
creation of the movement's structure with three bodies: coordinating
board, support council and local coordinating boards.
He noted that the first body is to ensure the second step, formation of
alternative bodies and their activities. Based on transitive democracy
principles, a constitutional authority and electoral commission should
also be established. Then the declaration of the new state should be
worked out.
During this time, according to Chugaszyan, it is important to form
a wide intellectual front which will involve professionals, civil
activists and will be the army that will support the movement.
After electoral commissions, Garegin Chugaszyan says, it is necessary
to hold founding parliamentary elections after which the acting prime
minister will leave and an interim government will be formed.
At the last stage the interim government will hold democratic
elections.
