    AZERI LEADER BLAMES DEADLOCK IN KARABAKH TALKS ON ARMENIA, MEDIATORS

    Baku, 20 march: "The most painful problem for our country, the
    Armenia-Azerbaijan conflict over Nagornyy Karabakh, unfortunately still
    remains unresolved. The main reasons for this are the non-constructive
    position of Armenia and a kind of indifferent attitude of the mediators
    to this issue, despite quite strong statements were made," Azerbaijani
    President Ilham Aliyev said at the Novruz holiday celebrations in Baku.

    The president recalled the statement made by the heads of state of
    the countries that co-chair the OSCE Minsk Group, which said that
    the status-quo was unacceptable and had to change.

    "However, no step has been actually taken. Armenia is of course
    interested in maintaining this neither war nor peace situation as
    long as possible. However, this does not suit us. Azerbaijan uses and
    will use all means available to attain progress and development in
    the negotiations and for the matter [Nagornyy Karabakh conflict] to
    be resolved soon and Azerbaijan's territorial integrity to be restored.

    But of course, all efforts for resolving this issue have to be based
    on international legal norms. No effort should be made beyond these
    norms," he said.
