BEYOND PROPAGANDA
During the meeting of government on May 2 Prime Minister Tigran
Sargsyan made an interesting statement. He instructed the minister
of finance to cooperate with Hrant Bagratyan and study closely his
bill on mining industries. Tigran Sargsyan stated that this bill is
in line with the approach of the government.
Hrant Bagratyan proposes prohibition of investments by offshore
companies to boost transparency in the mining industry.
Offshore companies overwhelm the mining industries in Armenia.
Certainly, it is mostly Armenian officials who hide their money in the
offshore, register companies without reporting, then make investments
in Armenia which are referred to as foreign investments.
Most mines of Armenia are run by such companies which generate excess
profits from them.
If the approaches of the government are in line with the approaches of
Hrant Bagratyan who is one of the rigid opponents to the government
of Armenia, especially Prime Minister Sargsyan, ostensibly offshore
funds worry the government of Armenia.
It is not ruled out that the roots of worry are outside Armenia,
in processes about offshore areas: first the crisis in Cyprus, then
leaks on the money hidden in the Virginian Islands. There may be
other expressions of "wikileaxion".
For its part it will cause a blast in the Armenian mines once the
offshore capital invested there faces bankruptcy. It would mean the
collapse of the mine industry. And this sector is essential to the
state budget and macroeconomic indices. Besides, the mines employ
several tens of thousands of people and their unemployment would
cause a social blast.
Consequently, it is not ruled out that the Armenian government is
trying to reduce risks which might have made their approaches in line
with Hrant Bagratyan's initiative.
Another motive is the ramification of the process in the offshore
towards the countries from where the capital travels to the offshore.
In other words, if the pond is polluted because dirty money flows
into it, before cleaning the lake it is necessary to clean the streams
that run into the pond.
The Armenian government is facing the need to clean the outgoing pipe.
Another motive could be the global process of redistribution of
capital in Armenia which takes place within the framework of forming
of government. In this case the government will use every convenient
opportunity and initiative to oust less controllable or others'
capital from the mines or limit its further flow.
So, the main issue is whether the purposes of Hrant Bagratyan and
the government are similar. If Bagratyan's purpose is to have mining
industries cleaned and controlled, thereby raising its social use,
the purpose of the government could be limited to imposed cleanup
or redistribution of capital, without paying much attention to its
social use.
In any case, it is commendable that the government and the prime
minister respond to the initiative of one of their most harsh critics
and express readiness to work with him. What is important is not to
have this readiness confined to propaganda, like the photo at the
bed of Hairikyan who survived by miracle the attempt on his life.
In this regard, I wonder which part of Hrant Bagratyan's bill will
be in line with the approaches of the National Assembly where most
buttons are pressed by owners of mines and their proteges who are
not only in the majority.
