EXPERT CALLS FOR CANCELLING TURKEY-ARMENIA DEAL

The protocols on the normalization of bilateral ties and the opening
of border between Turkey and Armenia have to be considered an outdated
and declared null and void, according to an Armenian analyst.
Speaking to reporters on Tuesday, Director of the Modus Vivendi Center
Ara Papyan said certain wording in the documents can change their
meaning to the detriment of the to the Nagorno-Karabakh (Artsakh)
Republic.
The expert said the world community is now better aware that the
peace and stability efforts in the South Caucasus are linked to the
Karabakh conflict settlement.
The question is what the Armenian side is supposed to do in case
the protocols are ratified, Papyan added. He said he doesn~Rt think
Turkey~Rs negative attitude to the Armenians will change ahead of
the 100th commemoration of the Genocide (which is in 2015).
~SSo in order to neutralize them we must break their temptation,
because the protocols contain things that have to be thoroughly
elaborated and implemented,~T he said, stressing the need of opening
the Kars-Gyumri railway.
Papyan said Armenia is now in a socially vulnerable situation which
can give advantages to Turkey. ~SIt was necessary to think well before
signing the protocols,~T he added.
The expert noted a key moment in the Armenia-Turkey relations is the
elimination of the Genocide consequences, rather than the recognition
of the crime.
~SIt is little likely, though possible, that Turkey will lay flower on
the Tsitsernakaberd [memorial] in 2015 and ask make apologies. But
that doesn~Rt mean it is paying rewards,~T he said, noting that
Armenia has no legal packages requiring a property restitution .
