CARTE-BLANCHE FOR SCANDALOUS PERSONALITIES
While the so-called non-government political forces declared silence
on May 6 and made only meaningless post-electoral statements, Serzh
Sargsyan visited the Special Investigative Service and made several
surprising statements the main purpose of which was to display power.
In such cases, of course, it may produce the effect of the cowardly
character of an Armenian fairy tale who shouts in the dark forest to
overcome his fear. However, in this case Serzh Sargsyan's statements
were more vociferous against the post-electoral effect. He accused
the ex-head of the Special Investigative Service Andranik Mirzoyan and
investigators who were not independent. Serzh Sargsyan will know whose
stooge they were. If they were, it is a criminally prosecutable offense
for investigators because they are supposed to be enforcers of the law.
In other words, the new head of the SIS Vahram Shahinyan will begin
with revealing the stooges, also to demonstrate to the investigators
what awaits them in such cases. Most probably, however, all the
efforts of the SIS will be directed at the financial pyramid of some
high-ranking officials whose case is investigated by the SIS.
One of the key episodes of Serzh Sargsyan's visit and meeting was
this. Sargsyan did not say anything about the pyramid, at least
during the open part of the meeting. However, there is no doubt
that the SIS staff have read at least between the lines which is
the priority case now. The press reported this in the context of
dismissal of the chief of police of Yerevan Nersik Nazaryan. Although
this information was officially refuted first, a few days ago the
police officially confirmed, and the Chief of Police Vova Gasparyan
announced that they have information which has been submitted to the
Special Investigative Service.
>From this point of view, Serzh Sargsyan's visit, as well as the
replacement of the head of the service and his comments on the
activities of the service in general could be considered as preliminary
instructions or a carte-blanche relating to some scandalous persons.
Obviously, the indicator of the reshuffled SIS will be the case of the
financial pyramid unlike the old SIS which focused on March 1. The
former SIS successfully thwarted the case, and in five years it was
unable to find at least one guilty person.
By the way, it is interesting whether Serzh Sargsyan's dissatisfaction
with the SIS came from his dissatisfaction with March 1. What will
change about this case if the style of the SIS and its head changes?
Of course, if the replacement of the head and Serzh Sargsyan's meeting
leads to a change of style, not of the political balance. After all,
it is not the first law enforcement body and not the first meeting.
