Yerevan city poll was tense, says monitoring group

An election monitoring group, which conducted an oversight of the May
5 municipality election in capital Yerevan, says the voting was
largely tense in the polling stations which came under its
observation.
Citizen Observer, a joint initiative by Transparency International,
the Europe in Law Association, the journalists' club Asparez and the
Helsinki Citizens' Assembly Vanadzor Office, says most of the election
violation reports (570) concerned unauthorized individuals' presence
and overcrowding in the polling stations, as well as the busing of
voters and the precinct commissions' improper work. They further point
out to unlawful campaigns by unauthorized persons and attempts to
guide voters both in and outside of the polling centers.
The group has overseen the voting process in five administrative
districts (Malatia-Sebastia, Erebuni, Shengavit, Nubarashen and
Ajapnyaj) of the capital.
It has also observed abuses against media representatives and
excessive attempts to violate the secrecy of voting.
`The `carousel' voting method was employed in many cases to oversee
the ballots through the use of colored pens and photographing of the
ballot-papers. Yet another time, the stamps in the passports vanished
earlier than prescribed by law, with the absent citizens' names being
used illegally through a repeated voting,' reads the organization's
reports.
The group has also found such violations as the presence of several
proxies from the same political party (mainly the Republican) at the
same polling station and their active participation in the vote
rigging attempts
Even the polling stations, where the voting was relatively calm thanks
to the district commissions' conscientious work, saw overcrowdings
inside and outside and restrictions on the voters' free will, the
findings further suggest.
The group says the commission members rejected the observers and media
representatives' claims for registering the election violations.
`The process of the Yerevan Council of Elders' election proved in
general that the ruling party used its administrative and district
ruffian resources yet another time to ensure a desirable outcome for
itself,' reads the report.
The group promises to unveil its final findings later.
