Gagik Khachatryan was not found to be in a situation of the conflict
of interest. Such a conclusion was reached by the Ethics Committee of
High Ranking Officials studying the conflict of interest between the
companies related to him and the position occupied by the head of
State Revenue Committee.
Recall that the Commission initiated a proceeding upon the application
of "Transparency International" Anti-Corruption Center, in which,
based on media publications, "Transparency International" said that
numerous major companies are linked to Gagik Khachatryan.
The Commission's decision also clarifies that out of 14 companies
mentioned in the press 2 -"Apeyron" and "Megamotors", in fact, belong
to the sons of the head of SRC, 4 to the affiliated people - sons of
his uncles or aunts.
However, the Commission concluded that, even when the issue is
referred to Khachatryan's close friends and family members, SRC
President did not take any action to appear in the conflict of
interest situation or violate the ethics norms.
By the way, in the income statement presented by Gagik Khachatryan to
the Commission, no mention is made about the connection of those
companies to his sons. The father did not declare their property and
did not mention them as affiliated persons. On the website of the
commission only 8 463 500 AMD salary is mentioned. And the property
amounted to 278 000 000 AMD and 2 980 000 dollars.
Gagik Khachatryan declared only the income of his wife; salary - 671
740 AMD and property amounted to 188 000 000 AMD and 2 765 200
dollars. No other income or property was declared by the official or
his wife, including house and a car.
Anyway, back to the decision of the Commission about G. Khachatryan,
it should be noted that the Commission's decision was received by
"Transparency International" on May 17, while it was made on May 3.
By the way, if the anti-corruption center did not publish the response
of its application, society would not be informed about the results.
It should be noted that RA law on Public Service requires that the
Commission publish its decisions on the website within 5 working days.
Not only this but also the decision made on the same day about the
Mayor of Vanadzor was not yet put on the website.
However, the time prescribed for it by law expired on May 14. As we
informed earlier, the Commission explained the issue to be connected
with a technical problem.
It is important to remember that the commission created by the order
of the President around 1.5 years ago implements the maintenance of
declaration registry of high ranking officials and their affiliated
people, analysis and publication of the statements and disclosure of
conflicts of interest of high ranking officials.
For the elimination of the risks of corruption, the Commission members
get high salaries. Members of the Commission receives 600 000 AMD,
Deputy Chairman -640 000 AMD and the Chairman - 680 000 AMD.
