On May 14 President Bako Sahakyan convened a regular conference
participated by the heads of the regional administrations and
discussed a number of issues with them. The details of the meeting
were not announced and it is not clear whether the President is
satisfied with the regional administration heads' activities or not,
however, the fact that they continue holding their posts actually
proves that he is not displeased.
And in this framework the only exception is the change of the regional
administration head of Shahoumyan. Vitali Danielyan, having been
released from the same post several months before, was again appointed
head of the regional administration. I doubt whether it was the
inhabitants' wish to release and reappoint him but if the official
worked well enough when holding the office he should not have been
released, yet if that was not the case why has he been reappointed?
Instead, the inhabitants of Martouni are discontented with the
President's regular visit to the regional administration centre as
they had expected him to come and announce about the release of the
regional administration head but on the contrary the head of the
country thanked him for his activity. Of course, the citizens of
Martouni know that the regional administration head is appointed not
by the President but by the government, yet at the same time they
understand that all this happens in conformity with the President's
decree.
Martouni citizens say that they cannot understand this step of the
President which increased the dissatisfaction among the natives.
What does this all mean? Don't the authorities take into consideration
the public opinion or are they unaware of the public dissatisfaction,
though most probably it is not the case, maybe they are guided by
their preferences or they do not know themselves how to overcome the
situation?
Cadres policy is the weakest point of the current authorities,
otherwise the ministers will not be changed every few months, there
will be no reshuffles. If these were real changes during which the
competent officials would continue holding their posts, the others
would be replaced by new, more experienced workers of the field and
not by power structure representatives, we would be able to
understand. Whereas the present-day cadres policy as the most
vulnerable point of the current government turned the country into an
experimental field.
Incidentally, a lot of people standing in support of the President are
also dissatisfied with this policy and it means that discontent has
spread even among the `supporters'' circles.
