Pre-parliament activist says cooperation with Heritage leader possible

Garegin Chugaszyan of the Preparliament Group says he sees no problem
about a possible cooperation with the opposition Heritage party's
leader, Raffi Hovhannisyan.
At a news conference on Friday, the activist said that he doesn't
oppose to such a scenario, adding that they neither invite anyone to
discussions nor attend any meeting on their own.
`After February 18 [the presidential election], we submitted our
proposal to Raffi Hovhannisyan - both in public and in writing. But
the project was unfortunately ignored, and it was not brought to a
discussion. What we heard all the time were claims for the discussion.
We couldn't wait endlessly, and so we announced after April 9 that we
ourselves would submit the program,' he said, adding that the proposal
is open to all the political forces that will admit the principles
fixed and offer a constructive criticism.
Chugaszyan said that the Preparliament's program proposes several
multiphase steps, self-organization being the very first thing to be
carried out.
`Those muscles will serve as a basis for creating a representative
body; candidates nominated from their places and running for election
have to make up the new legislative body's nucleus. But it will not be
legitimate unless the entire nation casts its ballot in favor of the
body; hence there has to be a third round, with people having their
participation,' he said, adding that negotiations with the ruling
authorities will be the next step.
Asked whether there are guarantees that the new body's members will
not get spoiled in the course of time as did those in power,
Chugaszyan said that their only guarantee is control mechanisms,
collective efforts and a representative government. `If we fail to
ensure that, any kind of movement will be doomed to becoming a
monster,' he said, noting that a joint leadership and the application
of the internal democratic principle would be the only guarantee
promising proper governance.
