    European official's special mission in Baku - Azerbaijani media outlook

    As part of his official visit to Azerbaijan President of the Council
    of Europe Parliamentary Assembly (PACE) Jean-Claude Mignon , is said
    to have met the country's leader to discuss Azerbaijan's upcoming
    presidency of the Committee of Ministers.

    The media reports say a key goal of the visit was to exchange opinions
    over the preparation of Azerbaijan's presidency.

    According to Contact.az, the Council of Europe organizations have
    serious human rights concerns as they are afraid that the country's
    presidency may harm the PACE's reputation, giving rise to criticism.
    `That is why Strasburg dispatches different missions to Baku in an
    attempt to talk the Azerbaijani authorities into taking real steps
    towards guaranteeing democratic freedoms and human rights and solving
    the problems of political prisoners ...,' reports the Azerbaijani
    website, adding that President Ilham Aliyev has received none of the
    European delegations and officials that visited the country since
    April (the Committee of Ministers' Monitoring group, the Commissioner
    for Human Rights, and the PACE president).

    Mignon, who started his visit on Sunday, is scheduled to have meetings
    with Azerbaijani Foreign Minister Elmar Mammadyarov, parliament
    speaker Ogtay Asadov, heads of parliamentary factions and members of
    parliamentary committees dealing with international relations, as well
    as representatives of NGOs. The European official travel to Georgia on
    May 28 and later head to Armenia to attend the PACE Standing
    Committee's session in Yerevan (May 31)

    Armenia, which has recently taken over the Committee of Ministers
    leadership, will accomplish its mission in that capacity in November
    this year. Austria is the next country to replace head Committee. In
    May 2014, the mission will be handed over to Azerbaijan.
