PARLIAMENTARY OPPOSITION SAYS THAT BY BOYCOTTING THE EXTRAORDINARY SESSION THE RULING PARTY IGNORES THE CONSTITUTION OF ARMENIA

The opposition factions of the Armenian National Assembly have
released a statement. The statement says that by boycotting the Nov
15 extraordinary session of the Parliament, the ruling Republican
Party of Armenia (RPA) and the coalition Orinats Yerkir Party ignore
the Constitution. They consider the parliamentary majority's behavior
to be an attempt to evade open discussion of the problems.
The authors of the statement share the citizens' concern with the
amendments to the pension legislation. They think that introduction
of the compulsory pension contribution system will have extremely
negative consequences for the socio-economic state of the citizens.
The parliamentary factions condemn the political majority's actions and
consider the introduction of the compulsory pension contribution system
on 1 Jan 2014 to be unacceptable and running counter to the Armenian
citizens' interests. They demand suspending the application of the law,
holding public and professional debates, creating effective mechanisms
to neutralize the emerging risks and to put the final version of the
law to a referendum.
The authors also state their readiness to legally fight against the
introduction of the system up to the end. They are going to convene
a new extraordinary session, hold public events, organize civil
initiatives and strengthen the public pressure on the Government.
The statement is signed by Armen Rustamyan, Head of ARFD Faction,
Naira Zohrabyan, Secretary of the Prosperous Armenia Party Faction,
Khachatur Kokobelyan, independent MP, Leader of Free Democrats Party,
Zaruhi Postanjyan, Head of the Heritage Party Faction, and Aram
Manukyan, Secretary of the Armenian National Congress Faction.
To recall, the Parliament was to have held an extraordinary session at
the initiative of 4 opposition factions on November 15. The session
was going to cover new amendments to the current legislation,
which envisage refusal from the compulsory pension contribution
system. The ruling Republican Party of Armenia Faction boycotted
the session. The issue could not be considered due to the lack of
quorum. The Republicans say they were ready to discuss postponement
of introduction of the system for a year, while the opposition has
submitted a package of bills actually planning to start everything
from the very beginning.
