    DAVID HARUTYUNYAN: A CANDIDATE FOR PRESIDENT IN A DEMOCRATIC COUNTRY CANNOT GATHER 85% OF VOTES

    A candidate for president in a democratic country cannot gather 85% of
    votes, the head of the Armenian delegation to PACE, David Harutyunyan,
    said at today's press-conference when commenting on the presidential
    election in Azerbaijan where the incumbent president Ilham Aliyev
    gathered 85% of votes and was elected for the third term.

    "I cannot say how much the results of the election in Azerbaijan were
    falsified, although the figures put us into an embarrassing situation.

    I don't think that in a democratic state a candidate for president
    may gather such a number of votes. This is evidence of the fact that
    the political culture in Azerbaijan is not at a proper level. There
    are no strong parties and political competition", - Harutyunyan said.

    He also added that PACE will touch on the presidential election in
    Azerbaijan when it receives the report of the monitoring mission.

    "Here we shall have a problem of impartiality of the monitoring
    mission. We remember that there were people connected with Azerbaijani
    authorities within the PACE Monitoring Mission at the presidential
    election in Armenia. At present, the same people are within the
    monitoring mission in Azerbaijan", - he said.

    Harutyunyan is confident that no member of Azerbaiajni delegation to
    PACE will dare to speak from the PACE platform about fraud in the
    electoral process in Azerbaijan and the situation in human rights
    in general.
