INCREASED SALARY CANNOT REFORM CORRUPT OFFICIAL - MP

Samvel Farmanyan, a Republican Party of Armenia (RPA) parliamentary
group member, welcomes the bill raising government officials' salaries.
On the other hand, he notes that any realist admits that it is
corruption rather than low salaries that is the major cause of problems
in the government system.
It would be naïve to think that raising a corrupt official's salary
could cause him to stop practicing "kickbacks."
Mr Farmanyan proposes postponing the discussions of the bill.
