Azerbaijan Makes New Proposal To Moscow

Stepanakert has not yet announced a rally and show to celebrate the
recognition of NKR by the state of California. Instead, in March when
Russia annexed Crimea, Stepanakert organized a show to celebrate.
There was to be a rally as well during which Zori Balayan would remind
about the Treaty of Gulistan and Russia's almightiness. However, the
rally was cancelled.
The recognition of already the fifth U.S. state has not caused
emotions in the soul of the Karabakhis. California is just a state,
they say in Karabakh, thank you to them but we would like a
recognition by the United States of America.
Each of these states has its own function in relations with the world.
For example, Kanzas is "in charge" of the relations with Armenia, and
military cooperation between the United States and Armenia is carried
out through the Guard of Kansas.
As to Karabakh, apparently, the United States will deal with Karabakh
through California. The officials of the state visited Karabakh last
year, and these visits will continue.
The spokesman for Artsakh's speaker of parliament Davit Babayan has
reacted to the recognition by California. Davit Babayan said it is a
big victory and committed to continued efforts aimed at the
recognition of Artsakh. The NKR Ministry of Foreign Affairs has not
reacted to this event yet.
A few years ago Masis Mayilyan, head of the NKR Public Council for
Political and Security Affairs, offered to conduct two processes
simultaneously: the negotiations mediated by the Minsk Group and the
process of international recognition of Artsakh, using the diplomatic
potential of Armenia and the organizations of the Diaspora.
Due to the disagreement of co-chairs the negotiation process is in a
state of stagnation. The process has been reduced to the following:
Karabakh must be divided, the bigger part must be given to Azerbaijan
and troops must be stationed along the border. The co-chairs have not
agreed on the division of Karabakh and the composition of the
peacekeeping forces.
It has reached a point when the option of recognition of the present
status quo is being discussed. In other words, the second process
proposed by Masis Mayilyan turned out to be more demanded. And the
process that started in the American states is part of this plan, at
least because the resolutions on the recognition of Artsakh do not
specify the borders of Artsakh. And it means that the present borders
are meant.
The international conjuncture is such that recognition of the current
status quo is becoming realistic. The calls to return to the
principles of Madrid, in other words, division of Artsakh, seem
archaism. The West is gradually prone to recognition of Karabakh and
Armenia as a unified military-strategic unit.
Moscow is looking for ways of dividing. The Azerbaijani press is
making the following proposal to Moscow - Azerbaijan opens the way for
communication between Armenia and Russia via its territory and
receives part of Karabakh in return. This proposal is being seriously
discussed in Moscow because the Armenian-Russian way is gradually
blocked. In other words, Azerbaijan proposes ensuring the Eurasian
membership of Armenia in return for Karabakh.
Recognition by the American states is a warning all the forces which
are getting ready to divide Karabakh.
