Who Are Those Privileged Dollar Buyers?

The Armenian Time writes that according to the weekly bulletin of the
Central Bank our market is flooded with cash dollars. Thus sad
forecasts become real, the newspaper states.
"According to the weekly bulletin of the Central Bank, last week the
banks bought 70 million dollars and sold over 145 million dollars. To
compare, in the first week of last December banks bought 100 million
and sold 107 million dollars. It follows that this week our banks sold
almost 40 million more than in the same period of last year.
The question is who bought such big dollar amounts if ordinary
customers have not been able to buy dollars from banks. And this means
that there are privileged people in Armenia whose banks gladly sold
40% more dollars at a lower rate - 443 AMD for 1 USD (while
individuals sold at 470-500 AMD)." Technically, the Central Bank can
publish the names of those privileged buyers one by one to restore
confidence in the Central Bank unless the Bank backs those privileged
ones, the newspaper concludes.
