DECLARATION OF COLLECTIVE 2015: REPARATIONS
Established in Paris, November 25, 2004.
Confronted with the prospect of the expansion of the European Union
to include Turkey and the occultation of the moral and material
obligations related to the genocide perpetrated against the Armenians
in Turkey, the adherents to this declaration, who were present at
the meeting organized by the Land and Culture Organization-France on
November 25, 2004, have established a body to be known as Collective
2015: Reparations. The chief advocacy of this Collective is that the
Armenian Question must be considered in its totality, taking into
account the following points:
1. The victims and survivors of the genocide had a homeland; they
were extirpated from it.
2. The Turkish State owes the Armenians reparations. These reparations,
to be determined by suffered losses, must include notably:
- The value of human lives lost, - The deprivation of civil and
moral rights, - The psychological suffering to the survivors of the
genocide and their descendants, - The restitution of confiscated
National properties and the rehabilitation of cultural monuments,
- Compensation for spoliated private goods, in particular, land and
buildings, - Restitution of bank savings and investments.
With this in mind Collective 2015: Reparations:
1. Has decided to publish a White Book as a legal and political tool
to enable Armenians to express their claims. A committee of experts
will be responsible for its preparation and will sollicit competent
organizations and institutions of the Armenian Diaspora and the
Republic of Armenia for their collaboration.
2. Consideres it indispensable to create an ad hoc representative
structure, which will have the ability to formulate all requests for
reparations, and to utilize all indemnizations for the reparation of
the losses and damages incurred.
3. Appeals to all authoritative European institutions to consider
the ineluctable nature the reparations due the Armenians.
4. Appeals to the conscience of Turkish people to reexamine history
to recognize the place the Armenians once had at their side, in a
kind of fraternity that is still possible.
