During the CSTO summit statements were made which may fundamentally
change the arrangement of forces in the post-Soviet space. In
particular, Putin stated that CSTO member states will be included in
the national center for defense management in Russia.
"A new national center for defense management has opened in Russia.
All the CSTO member states will be included in the center for defense
management. I believe that it will make the systems of national
defense more manageable, improve coordination of our work," Putin said.
Including national defense systems in the Russian Center means any
decision by national armies should be agreed with Moscow, including
counterattack, response and other preventive actions.
Putin has decided to get hold of the most important part of post-states
- their armies. After yielding economic and political institutions
the only sovereign agency is the army. Despite immense political
pressure, the army has been able to prevent the entry of Russian
forces or peacekeepers to Karabakh, preserving territorial integrity
of NKR and Armenia. The army has been able to maintain close relations
with NATO and key countries, diversifying its sources of weapons and
intelligence data.
The army is the only entity in Armenia which Moscow has not been able
to influence through diplomacy and force. The army has had to enter
into political controversy with the ministry of foreign affairs which
has set out to colonize Armenia and have the army integrated with CSTO.
Colonization is impossible where sovereign army exists. This is why
Putin has set out to eliminate the remains of the Armenian sovereignty,
taking the Armenian army under control. The army and Karabakh are
factors that keep Armenia as a geopolitical subject which have been
retained so far.
Giving up on sovereign army and joining the Russian defense management
center will mark the end of both the army and Karabakh.
In the recent years the Armenian army has acted in a dignified way,
demonstrating its ability to protect its national interests. Now the
key national interest - the army - is threatened. This question has
probably been discussed by the command, at its different levels.
Most probably, ways of protecting the key factor of sovereignty are
being worked out. The ways will depend on the acknowledgement of the
importance of the moment by the command. If the right moment is missed,
all the previous achievements of the army will become useless.
