NKR PRESIDENT'S ASSISTANT: BAKU'S STANCE DIVORCED FROM REALITY IS THE KEY OBSTACLE ON THE WAY OF THE KARABAKH CONFLICT SETTLEMENT

Baku's counter-productive stance divorced from reality is the key
obstacle on the way of the Karabakh conflict settlement, Karabakh
president's assistant, Ashot Beglaryan, said in an interview with
"Ditaket" programme.
"Today president of Azerbaijan lays claims not only to Nagornyy
Karabakh but also territories of Armenia. Besides the destructive
stance of Baku, there is also a problem of clash of interests of
the influential superpowers. The Karabakh conflict also touched
on the interests of Russia, Georgia, Turkey and Iran and attracted
attention of the western superpowers chiefly because of availability
of geo-strategic interests. And in its turn, this fight of interests
hinders development of the negotiating process. However, one should
remember that the main reason of the created situation should be looked
for not in Washington, Moscow or Paris, but in Baku, which thanks to
its maximalist position leads the talks in deadlock", - Beglaryan said.
He also added that there are issues linked with activity of the OSCE
MG co-chairmen, in particular, the groundless distancing from the
decisions of the OSCE Budapest summit, according to which the NKR was
recognized an independent party to the conflict. He thinks that only
returning of the NKR to the negotiating table and official abandoning
force use will make it possible to reach progress in the negotiating
process. "The present settlement process is just consultations and
looking for the contact points, as the key party to the conflict -
the NKR does not take part in the process", - he emphasized.
When commenting on tense situation at the line of contact, Beglaryan
said that it is not for the first time that the Azerbaijani party
implements such actions on the threshold of the talks or immediately
after the talks and even during the talks. Their purpose is to
demonstrate unwillingness to make any compromises in the Karabakh
conflict settlement process. "This is an attempt to impose pressure
upon the intermediaries and the Armenian parties to the conflict,
so that to cow into submission. In general, they are directed at
disruption of the intermediaries' efforts", - Beglaryan said.
As the same time, he thinks that in such a way Baku is trying to kill
the clock. However, delay of the settlement process thwarts progress
of the region. "Another ceasefire regime breaking by Azerbaijan has
worsened the situation in the region even more. In fact, Baku confronts
the world community and deepens the conflict. The world community
should take a grave view of Baku's such actions", - Beglaryan said.
He also added that today the fragile peace is in fact preserved
thanks to the strong Armenian army and the established military
and political balance of forces. Unfortunately, there is still no
validation mechanism for preservation of this peace, he said.
