IT'S HIGH TIME FOR KARABAKH TO JOIN NEGOTIATIONS - POLITICIAN

The negotiations over Nagorno-Karabakh are unlikely to promise serious
chances of success unless the country is fully involved the process,
according to Kiro Manoyan, the political director of the Armenian
Revolutionary Federation-Dashnaksutyun.
"It's high time for the Nagorno-Karabakh Republic to participate in the
talks as a full party; the mediators have to guarantee at least this
as a restraint mechanism to prevent Azerbaijan from demonstrating such
an [aggressive] behavior," the politician said at a news conference,
addressing the recent border incident that saw an Armenian army
sergeant killed.
He said the necessity of changing diplomacy became obvious especially
after the Armenian and Azerbaijani foreign ministers' recent talks
that followed the deadly.
"As the essence of the talks is reported in different ways, with
Azerbaijan misrepresenting facts according to its desires, it makes
the chances of success highly unlikely," Manoyan noted.
He said the OSCE Minsk Group's statement condemning Azerbaijan for
an aggressive conduct should have been made before the ministerial
meeting.
Though Azerbaijan does not want a war, its likelihood increases when
the country itself violates the ceasefire on the Line of Contact,
Manoyan added. "I am not sure that Azerbaijan wishes to launch a war.
Were it sure it would hold a victory, it would have done so long ago.
But such operations are likely to cause a war. It is necessary for
the mediators to clearly evaluate [the incident], avoiding a fake
balance as a cover-up".
Asked whether Azerbaijan is not seeking in this way to frustrate the
negotiation process, Manoyan agreed that it is a possible scenario
but said Armenia's policies should not be limited to negotiations. He
particularly stressed the importance of active efforts towards the
recognition of Nagorno-Karabakh as.
"Our diplomacy must be proactive; Armenia must undertake direct steps
towards the recognition of the Nagorno-Karabakh Republic," he added.
