Summary of the Project
CENN, together with Mercy Corps, is implementing the EU-funded project
'Enhancing Local Capacity and Regional Cooperation for Climate Change
Adaptation and Biodiversity Conservation in the South Caucasus'. One of the
main objectives of the project is the development of two trans-boundary
Climate Change Adaptation (CCA) plans for the two trans-boundary (Arm-Geo;
Az-Geo) eco-zones, in cooperation with the project stakeholders. The first
(Arm-Geo) eco-zone covers the Ninotsminda, Dmanisi, Bolnisi and Marneuli
municipalities of Georgia and the Lori region of Armenia. The second
(Az-Geo) eco-zone covers the municipalities of Sagarejo, Sighnaghi and
Dedoplistskaro in Georgia and the Agstafa, Tovuz, Shamkir and Samukh rayons
of Azerbaijan.
SCOPE OF THE ASSIGNMENT
Within the scope of this project, CENN is seeking a consultant (organization
or group of specialists) to assists in development of the two trans-boundary
Climate Change Adaptation (CCA) plans for the abovementioned eco-zones, in
cooperation with project stakeholders. The consultant will work in
accordance with the methodology proposed by CENN. The CCA plans should
incorporate the findings and activities of the previously developed twelve
municipal level CCA action plans. The plans should enhance understanding of
the trans-boundary nature of CC related threats and of the need for regional
co-operation to respond to these threats, and increase the importance of the
environmental agenda and promotion of environmental policies.

Review and study materials/documents developed for the target areas within
the framework of the project, in particular: baseline surveys, reports of
participatory workshops, guidance of CCA/DRR planning, local CCA plans, etc.
(materials will be provided by CENN)
Research of existing best available methodologies on CCA planning; collect
main findings on local/national environmental strategies (for target areas).
Identifying relevant experts and stakeholders (Georgia, Armenia and
Azerbaijan) to be involved in trans-boundary plan development process.
Organization of 3 national workshops to agree on chosen
approach/methodology, draft the content of 2 trans-boundary CCA plans with
the participation of project stakeholders (local/national working groups and
steering committee members).
Development of the 2 trans-boundary CCA plans. (Elaboration of documents in,
English, Armenian, Azerbaijani and Georgian languages)
Organization of 2 trans-boundary seminars to present CCA plans, receive
feedback, incorporate it into the CCA plans, and approve the plans with the
trans-boundary working groups and local/national governments.
Final correction and communication of the plans with the project team and
stakeholders.
Develop presentation and report on trans-boundary planning methodology,
applied approaches and implemented activities.
Please note that organizational costs for the seminars and workshops will be
covered by CENN.
Qualifications and Experience
. Advanced degree in natural sciences, geography and/or related
fields
. 3 -5 years of experience in the relevant fields
. Ability to plan and manage tasks independently
. Good interpersonal and communication skills
. Experience in working on CCA plans or CCA focused projects
. Experience in working with Steering Committees and/or diverse
stakeholder groups
. Experience in organizing national seminars/workshops
Outputs, Terms and Conditions for provision of services
Minimum deliverables of the work are: Two developed and agreed
trans-boundary CCA plans;
Deadline for the delivery of results by the Consultant: 30 May, 2014
Payment
. The first payment (30 % of the total sum) will be made up on the
commencement of work. The second payment (the remainder of the sum) will be
transferred after successful completion of the work.

. An organizational overview with relevant references and/or CVs and
Diplomas of the involved experts, demonstrating relevant background and
experience.
. A financial offer (in GEL) illustrating the number of person days
and remuneration, transportation and accommodation expenses.
