IRAN'S HINT TO ARMENIA

Radio Liberty informed that Doctor Vahan Hamazaspyan was visited by
the Iranian ambassador to get acquainted with the solar power device
designed by the scientist which supplies electricity and heating. The
scientist had stated earlier that his device has aroused interest
outside Armenia, namely in Kazakhstan, while the Armenian government
is indifferent.
In fact, Iran is already interested. The Iranian ambassador told
Radio Liberty he admired the scientist's device and it will interest
the Iranian companies in the sphere of solar energy.
Experts have different opinions on Hamazaspyan's device. Many people
say everything is not so clear, and the effectiveness of the device
is a big issue.
However, in this case the problem is beyond the scientific and
technical circles, it is already a political matter when the
scientist is visited by the Iranian ambassador. And especially the
Iranian ambassador whose country is perhaps already tired of sending
political essages to Armenia, sending indirect but transparent and
explicit invitations for regional economic and political partnership.
Last December the Iranian ambassador made a statement on the
possibility to buy cheap gas from Iran, noting that the price of gas
can be negotiated, and while Iran sells gas to one for 400 dollars,
it may sell to another for 100 dollars.
Armenia, however, namely Prime Minister Tigran Sargsyan defined
his statement as a diplomatic mistake, the ex-minister of energy
Armen Movsisyan said the ambassador is not informed well, and the
country continued to ensure Gazprom's super profits and the process
of surrender of sovereignty of the state.
In one of his statements the minister of energy of Iran said Armenia
is one of the possible routes of export of Iranian gas to Europe.
The Iranian minister is aware of how complicated the issue is, as
well as the Iranian gas is, mildly speaking, a theoretical matter for
Europe. It is a remote plan, while the American-Canadian shallow gas
is already quite close to Europe. Hence, the problem of the Iranian
gas pipeline is rather a platform for politics than a substantial
plan that is worth consideration. Iran offered Armenia to join this
platform whereas Yerevan responded to the statement of the Iranian
minister with silence.
Now the Iranian ambassador visits the Armenian scientist to see
his device in a period when the misery and glamour of the Armenian
energy sector surrendered to Russia has been demonstrated, haunted by
outages and electricity price hike. In this period Iran meets with the
Armenian scientist to learn about the alternative energy project of the
Armenian scientist which is, apparently, Tehran's message to Armenia
to put the issue of joint work on innovations in alternative energy
on the agenda that will promote energy independence and reduction of
the electricity price, at least in a long-term period.
The process of normalization between Iran and the West promises
improvement of Iran's economic opportunities. Iranian money
and Armenian science may work together effectively, ensuring a
technological breakthrough. It stems from the interests of the West
because this path may lead to substantial changes and change of the
balance of forces.
Currently substantial changes in the Caucasus are not desirable for
the Russian-Turkish-Azerbaijani cooperation which aspires to dominance
over the South Caucasus because they need modernization but cannot
ensure it.
Armenia has the most important thing for a technological breakthrough
and substantial changes in the Caucasus, the human-intellectual
resource, which is an indisputable reality. Iran offers Yerevan to
put this resource on the agenda and make it a substantial instrument
of politics.
Will Armenia notice this proposal? After all, here they are dealing
with more important issues, such as insuring better conditions in
Russia for Armenian migrant workers.
