    SYRIAN ARMY HAS ACHIEVED CONSIDERABLE ADVANCEMENT IN KESSAB

    The legislative presidential elections are drawing nearer and people
    are holding celebrations in different provinces. We know that the
    armed oppositionist insurgents are worried by such work and people's
    activities. This should be considered in the context of international
    politics which I divide to two stages: first, on these days a decision
    was made to hold a secret meeting headed by Saudi Arabia and Qatar to
    see how they can retrieve and regain the lost political position to
    ensure the participation or contribution of the world's two powerful
    poles, the United States and the EU, with the opposition militants.

    They must make two decisions: one, if they support and assist, the
    war will last till December, if Bashar Assad remains in office in
    the result of the presidential elections as a legitimate president
    elected by people's vote, they will double check their plan and make
    revisions regarding a final solution of war.

    The international political arena facilitates the internal split and
    has some sides in this tension see what other military and geographic
    areas they can take under their control. Therefore, the national army
    tried to take under its control the district of Aleppo, which implies
    the roads to north and northeast of Aleppo that may reach the villages
    that are close to Turkey and take them under their control. If this
    happens, the road will be blocked for the opposition militants who
    can penetrate to Aleppo from Turkey's territory.

    Do local people expect change in the result of elections?

    The expectation is a fulfilled full-fledged democracy. In general,
    a public opinion has been shaped that people want to see essential
    changes in Syria. Hence, this democratic practice must produce its
    output with the right justifications. The second expectation is
    economic progress and development of the city after re-election of
    the president because the urban planning projects interest a lot
    of national and international companies which have come up with
    proposals. After the elections these projects will boost economic
    activity. I think the international financial organizations should
    make investments in the Syrian economy to boost buying capacity and
    have economic development.

    There are no news from Kessab for several weeks now. What situation
    is there now?

    The Syrian army has achieved considerable advancement and has got
    closer to the square of Kessab. This is optimistic news and a military
    added value. This causes tension, nervousness from the point of view of
    clashes on the suburbs of Aleppo and Damask. If the militants sustain
    losses on one front, they set it off by counteraction in another
    place. Therefore, there have been more attacks on both Armenian and
    Syrian neighborhoods in Aleppo. I think that the situation in Kessab
    will improve in 1-1.5 month and the territory will get under the
    Syrian government's control. The people of Kessab have found shelter in
    Latakia, we supply them with aid and food with the help of the Syrian
    social security authorities. They also receive counseling on civil
    rights according to the special laws adopted by the government. One of
    them refers to documents on ownership of property in Kessab which have
    been left behind in Kessab. The government has given them documents
    certifying their ownership of property. Bashar Assad has signed a
    law on suspending sales transactions in Kessab. Now one cannot buy
    or sell real estate in Kessab to make sure that the real estate owned
    by Armenians is not sold by militants who have got hold of Kessab.

    Serzh Sargsyan has invited the president of Turkey to Armenia on 24
    April 2015. What is your opinion? What challenges does it present?

    I think Serzh Sargsyan's invitation to the Turkish president
    is an expression of national diplomacy in which the ideology of
    dialogue with the adversary is becoming dominant. Within parties
    and our circles one may focus on claims more but when diplomatic and
    politically complementary statements between nations are concerned,
    it acquires another shape, color and definition. In this sense I think
    it is high diplomacy and I don't see anything bad in Serzh Sargsyan's
    statement. It is a high level diplomatic attempt to make cooperation
    and the Armenian issue in a more correct form acceptable by the enemy.

    It would be interesting to hear Turkey's response.

    If the Turkish president accepts the invitation, Armenia will have
    made the first preemptive step in regard to the recognition the
    genocide. If it refuses, it will realize that it is a diplomatic game
    and what purposes that diplomatic endeavor pursues.
