LOCAL OPINION SHOULD BE TAKEN INTO ACCOUNT WHILE RESOLVING KARABAKH ISSUE - ARMENIAN PRESIDENT

Yerevan intends to find solely peaceful resolutions for the Nagorny
Karabakh conflict, Armenian President Serzh Sargsian said.
The conflict can not be resolved militarily, this path will lead to
situational escalation and Yerevan confirms the intention to find a
solely peaceful resolution of the conflict, Sargsian said at a briefing
joint with Organization for Security and Cooperation in Europe (OSCE)
Chairperson-in-Office, Swiss President Didier Burkhalter.
The threat of using force and violating the truce in the Karabakh
conflict area damages the negotiating process, the Armenian president
said.
While searching for ways to resolve the issue, "it is necessary to
show appropriate respect to people of Nagorny Karabakh," he said.
"This was a liberating war and this fact should be taken into account
in conflict settlement," Sargsian said.
Status quo can not be considered a solution to the problem, Burkhalter
said.
It is necessary to move towards peace step by step and, as a country
chairing the OSCE, Switzerland should attempt to enhance the truce
regime and to implement mechanisms to investigate incidents at the
contact line of the conflict parties, the Swiss president said.
Burkhalter said he welcomed the invitation French President Francois
Hollande made during his visit to Yerevan to the Armenian and
Azerbaijani counterparts to meet in Paris.
Conceptual issues could be discussed at this meeting and it could begin
a new stage, which could lead to reaching accord, Burkhalter said.
If Armenia and Azerbaijan want, Switzerland could provide the parties
with expert and financial assistance and consultations on environmental
aspects, Burkhalter said.
The issue of the Armenian-Turkish relations was raised at the briefing
as well. Sargsian said he thanked Switzerland for the mediation mission
when Yerevan and Ankara signed protocols on stabilizing the relations
and introducing diplomatic ties.
"These protocols have not been ratified due to Turkey's refusal.
International structures and the OSCE should focus on the illegal
blockade of Armenia by Turkey," the Armenian president said.
Burkhalter is in Armenia on an official visit. The Swiss president
went to the Tsitsernakaberd memorial complex in Yerevan on Wednesday
and paid respects to Armenian genocide victims and planted a tree at
memory alley.
