LAVROV WILL OFFER BAKU TO BEGIN WAR

The Russian foreign minister Sergey Lavrov, apparently having forgotten
how he had been insulted in Baku last year, is again leaving for
Baku. Azerbaijan does not spare him for his Armenian origin.
However, nobody else except Lavrov can resolve serious problems.
Putin's other brothers-in-arms are either imperialists and
Euriasianists or people who have lost their sense of reality.
Lavrov has to resolve complicated issues in Baku. First, he needs to
persuade Aliyev to decline the layout of a Transcaspian gas pipeline
from Turkmenistan. Last week the president of the European Commission
Barroso left for Baku and discussed with Aliyev the project that
bypasses Russia. There is no news whether Aliyev has agreed or not,
which means that he is waiting for Lavrov to ask his price.
Lavrov will arrive in Baku from Belgrade where he had gone to persuade
Serbia not to suspend the construction of the Russian South Stream
gas pipeline. However, Serbia did not change its mind and announced
its commitment to joining the European Union. For the time being,
Russia cannot succeed in building this gas pipeline and all it can do
is torpedo other projects, such as Nabucco and the proposed Iran-Europe
pipelines which are to run via Armenia or Turkey. Russia successfully
blocks this project through the Armenian government and Turkey.
Nabucco is left, and to block it Russia needs to promise to Azerbaijan
something very important.
The Karabakh issue is on Lavrov's agenda. The Azerbaijani officials
announced on the eve of his visit that they are expecting specific
proposals from Russia to change the situation. It is hard to tell what
Lavrov will propose but Moscow will have to pay a high price to have
Azerbaijan reject Nabucco and the Trans-Caspian gas pipeline. More
exactly, Armenia will pay.
Apparently, Lavrov will offer a "safeguarded war" to Baku in Karabakh,
which will cover them up. As is now done in Iraq.
On June 22 Lavrov will visit Armenia. Over the next week Iran and the
United States may agree on Iraq. The United Kingdom has announced to
reopen its embassy in Tehran, which means that the Iranian gas will
start looking for routes.
Russia cannot block all the possible routes and pipes all the time,
and gas will find its way at some moment. Armenia must prepare for
that breakthrough which will, unfortunately, be achieved by others,
not Armenians.
Poor Lavrov, he is a good diplomat.
