STATEMENTS ON NAGORNO-KARABAKH JOINING RUSSIA OPPORTUNITIES FOR MANEUVERS - EXPERT

Russian State Duma member Vladimir Zhirinovsky's statement on
Nagorno-Karabakh joining Russia has afforded diplomatic opportunities
to Armenia and Nagorno-Karabakh, Chairman of the Political Scientists'
Union of Armenia Hmayak Hovhannisyan told Tert.am.
"The West is exerting pressure now. James Warlickdoes not rule out
tension over Nagorno-Karabakh. Under the circumstances, a statement
that Nagorno-Karabakh could join Russia affords us an opportunity
for maneuvering," the expert said.
The West's activity reflects Turkey's ambitions - it has lately
actively spoken of its claims in the Nagorno-Karabakh conflict.
"We can notice that, against the background of the political
crisis, Recep Erdogan has become more active in the context of
Nagorno-Karabakh, and Armenian President Serzh Sargsyan made
a convincing diplomatic statement to this effect at the European
People's Party (EPP) assembly. He dwelt on Turkey's aggressive policy
and dangerous tendencies. Although analysts have not so far properly
dealt with this, it is indirect assistance to Armenia's strategic
partner Russia as the situation was getting tense in the Crimea,"
the expert said.
Russian President Vladimir Putin's speech in Russia's Duma echoed
this opinion.
"In his speech Putin expressed his support to the people of Crimea
because Ukraine's sovereignty has weakened and it is unable to ensure
Crimea's security," Hovhannisyan said.
It is a clear position stemming from the need to neutralize Turkey's
ambitions though President Vladimir Putin did not name Turkey as such
for diplomatic reasons.
"And in this situation, when Ankara is laying claims in the
Nagorno-Karabakh peace process, and when we say all the legal
grounds are available for the Nagorno-Karabakh people exercise its
right to join Russia, we do not mean it will necessarily happen,"
the expert said.
Republican Party of Armenia (RPA) parliamentary group member Khosrov
Harutyunyan told Tert.am that such proposals, regardless of who makes
them, cannot meet the interests of Armenia and Nagorno-Karabakh nor
are they in Russia's mid-term interests.
"It means that Russia is creating grave problems in the Western
direction - both with Azerbaijan and with Turkey. I do not think it
is within the Russian political elite's tactics," Harutyunyan said.
The Armenian side should not accept such proposals. Otherwise, it
could damage the Nagorno-Karabakh peace process.
"The international community will turn away from the Nagorno-Karabakh
peace process," Harutyunyan said.
