    The Azerbaijani foreign minister Elmar Mammedyarov has confessed that
    the Madrid principles of Karabakh settlement have been rejected.
    During the meeting of the OSCE Permanent Council in Baku the minister
    said the diplomatic ways of settlement of the Karabakh conflict have
    not been exhausted, and the principles of Madrid were realistic, and
    we could have moved forward step by step.

    For his part, the deputy minister of foreign affairs of Armenia
    Shavarsh Kocharyan has stated in an interview with the news program of
    the First Public Channel that Azerbaijan demands more than the
    principles of Madrid provide.

    "The document is confidential but 6 of its points have been leaked. It
    has been announced that the key has been found: alright,
    self-determination but within Nagorno-Karabakh plus reliable land
    communication between Armenia and Karabakh. Alright, territorial
    integrity, but without Karabakh and land communication. This is the
    essence, this is what needs to be agreed on. Certainly, this is not
    the approach the Armenian sides dream of," the deputy minister
    announced.

    Kocharyan says Baku wants more. "Azerbaijan announces that Karabakh
    cannot be an independent state... over this period the Azerbaijani side
    has made it clear that it rejects the principles of Madrid: the
    self-determination of Nagorno-Karabakh on the one hand and the
    territorial integrity of Azerbaijan on the other hand," the deputy
    minister reminded.

    Commenting on the U.S. Ambassador Richard Morningstar's statement on
    the possibility of repetition of Maidan in Azerbaijan, Shavarsh
    Kocharyan said it is a lever used to restrain Azerbaijan.

    The process of negotiations reveals that Azerbaijan is not ready in
    any dimension to achieve progress in the negotiations, Shavarsh
    Kocharyan announced. "It supports the principle "neither nor". Of
    course, the result will be zero," the diplomat said.

    Hence, it is possible to report the end of this stage of negotiations
    and wait for new steps. This is the fourth proposal of the OSCE Minsk
    Group co-chairs which the sides reject. However, if formerly one
    thwarted proposal was followed by another, now something new might be
    expected. The geopolitical developments are entering the South
    Caucasus, and it is not ruled out that the Karabakh settlement will be
    the result of a specific process, not negotiations.

    In particular, the recognition of NKR by the American states causes
    interest. Russia's "passport policy" also arouses interest. It issues
    passports to Armenians, including the Armenians of Karabakh to be able
    to "defend" them later. Interestingly, Aliyev undergoes West's
    pressure and is trying to make friends with Russia.

    Some experts suggest that the settlement of the Karabakh issue, the
    opening of the Armenian-Turkish border, establishment of Kurdish
    autonomy, lifting of sanctions on Iran and some other issues will be
    resolved in a package in the nearest future. The important thing is to
    make sure Armenia does not become part of Russia and miss all the
    opportunities.
