BAKU'S HYPOCRICY HAS NO LIMITS

Last week, the chairmanship of the Ministerial Committee of the
Council of Europe was transferred in rotation to Azerbaijan for six
months. Azerbaijani Foreign Minister Elmar Mamedyarov, as head of the
Ministerial Committee, delivered a speech at a meeting of the PACE
Standing Committee in Baku, presenting the priorities of Azerbaijan
during its presidency in this European structure.
As you can easily imagine, in his speech, Mamedyarov touched upon
the Karabakh issue by familiarizing the meeting participants with the
Azerbaijani vision of its resolution. And what are the basic tenets of
Baku's concept of the conflict settlement, to which the Azerbaijani
Foreign Minister drew the attention of the participants? In fact, it
was a well-known set of irrational demands related to the notorious
propaganda cliches about the alleged ,
, etc. The only difference
is that they were flavored by the "democratic" rhetoric designed for
the European audience, as well as by a considerable amount of lies
aimed at distorting the essence and evolution of the Karabakh conflict.
First of all, Mamedyarov spoke for the need to remove the consequences
of the war, shamefully omitting, of course, that the war and its
consequences were the result of the Azerbaijani aggression against
Nagorno Karabakh. Though generally in all the conflict situations the
reason of the conflict is firstly eliminated and not the consequences,
which are its derivatives. And the reason is that Azerbaijan, having
no legal rights to Nagorno Karabakh, in violation of all international
norms, claims for it and resorted to military force for achieving
its invasive goals.
Noteworthy is the ease with which Mamedyarov offers to "withdraw the
Armenian troops from the seven regions surrounding Nagorno Karabakh and
to return the Azerbaijani refugees and internally displaced persons to
their homes". According to him, the unresolved conflict fundamentally
contradicts the fundamental principles and democratic values of the
Council of Europe. Apparently, unleashing full-scale armed aggression
against Nagorno Karabakh in order to suppress the free will of its
people does not, according to Mamedyarov, contradict the democratic
norms and the commitment to resolve the issue by exclusively peaceful
means assumed by Azerbaijan while joining the Council of Europe.
Agree, the reference to the fundamental principles and democratic
values by theofficial of Azerbaijan, the ruling regime of which is
called authoritarian and criminal even by its own citizens due to the
mass human rights violations, sounds highly hypocritical. Especially
given the recent scandal in the period of the PACE Bureau meeting
in Baku. As is known, the Bureau decided to cancel the PACE meetings
in the capital of Azerbaijan over the next two years, following the
Azerbaijani authorities' review of the visa already issued to the
head of the French delegation and PACE Vice President, Rene Rouquet,
as a result of which he lost the opportunity to take part in the
meeting of the PACE Bureau and Standing Committee. And the "guilt"
of the French parliamentarian was that this year, as a member of the
parliamentary delegation of France, he has ... visited the NKR. "We
include in the list of persona non grata all those who visit Nagorno
Karabakh without the permission of the Azerbaijani authorities",
said Mamedyarov at the meeting of the PACE Standing Committee. He
had no qualms that such actions by Baku are rough violation of the
noted fundamental principles and democratic values of the Council of
Europe, among which is, surely, the freedom of movement of the PACE
members. However, having taken the seat at the table of the chief
of the CE Ministerial Committee, Azerbaijan decided to interpret the
democratic norms and fundamental values in its own way. This is truly -
put a pig at the table...
But, let's recall the other principles - the principles of the
Karabakh conflict settlement according to Mamedyarov. In his speech,
the Foreign Minister hadn't even a hint of compromise by Azerbaijan;
instead there were only claims to the Armenian side, the OSCE, the UN.
According to him, the principles of the conflict settlement were
identified by the UN Security Council, which adopted four relevant
resolutions, and the Nagorno Karabakh conflict must be based on the
principles of sovereignty and territorial integrity of states. And
he didn't fail to accuse the UN of double standards, because "some
UN resolutions start running immediately on the day of adoption,
while the UN resolutions on the Nagorno Karabakh conflict haven't
been executed for already 20 years". The Minister is, surely, cunning,
because he knows well that the noted resolutions imperatively demanded
the cessation of the military activities and it is Azerbaijan that
was and is still denying it.
Armenia and the NKR have always declared for a compromise resolution
to the issue. However, discussion of any compromise with Azerbaijan
is possible only in case if it abandons its aggressive policy. In the
conditions of rampant militarization of Azerbaijan and unceasing armed
provocations on the Line of Contact, both Armenian parties cannot make
any concessions for the simple reason that they are not suicides. And
only the international legitimization of the NKR independence may
become an effective solution to the conflict, which will exclude the
possibility of a new war.
