A DOWNED HELICOPTER AGGRAVATED THE SITUATION IN NAGORNO-KARABAKH

EFFORTS OF INTERMEDIARIES IN REGULATION OF THE SITUATION RELATED TO
NAGORNO-KARABAKH DID NOT LEAD TO RESOLVING OF THE CONFLICT YET; Last
week, the Defense Ministry of Azerbaijan announced that in
Nagorno-Karabakh Azerbaijani servicemen downed a helicopter of the
armed forces of Armenia that invaded into the airspace of the country.
Last week, the Defense Ministry of Azerbaijan announced that in
Nagorno-Karabakh Azerbaijani servicemen downed a helicopter of the
armed forces of Armenia that invaded into the airspace of the country.
After the treaty of 1994 that stopped bloodshed in this explosive
region the regime of truce was more or less observed there. However,
numerous efforts of numerous intermediaries including UN, OSCE and
leaders of the states did not result in resolving of the conflict yet.
President of Russia Vladimir Putin and President France Francois
Hollander manifested big activeness in this area in the last few
months. They organized meetings of President of Azerbaijan Ilham
Aliyev and President of Armenia Serzh Sargsyan in Sochi and Paris.
There appeared hopes that this longest conflict in the post-Soviet
space would be resolved.
It is understandable that this is not liked by everyone: there appear
forces that wish to maintain permanent tension in this region. The
mere fact of big-scale military exercises of the armed forces of
Armenia and unrecognized Nagorno-Karabakh Republic caused warnings on
the part of the Defense Ministry and Foreign Ministry of Azerbaijan
about unacceptability of such actions in a period of difficult
international situation. However, demonstration of forces did take
place. The result is known.
Commenting on the situation, Ambassador of Azerbaijan in Russia Polad
Byul-Byul Ogly announced, "Nagorno-Karabakh is a territory of
Azerbaijan. Russian Federation does not recognize Nagorno-Karabakh as
a subject of international law and hence recognizes territorial
integrity of Azerbaijan. This is outlined in many documents including
the treaty of friendship between Azerbaijan and Russia. With regard to
the situation proper, how do you imagine that one state conducts
military exercises on the territory of another state? And when a
military helicopter invades to the contact line what should the troops
that are ordered to guard this very line do? This is a normal practice
of guarding of borders, any sovereign state guards its borders."
Azerbaijan considers reaction of some foreign countries to the episode
provoked in the sky above Nagorno-Karabakh strange and inconsistent.
There is not a single country in the world that does not recognize the
fact of occupation of these territories. Four resolutions of the UN
Security Council were adopted. There is resolution of the UN General
Assembly that confirms belonging of this territory to Azerbaijan.
Nonetheless, death of the helicopter that was downed caused sympathy
of the US and OSCE.
