ARMENIA'S SPECIAL OPERATIONS ONLY POSSIBLE WAY TO SILENCE AZERBAIJAN - POLITICIANS

Armenia's special operations for retrieving the bodies of the
crashed helicopter's crew were the only way to rebuff Azerbaijan
which rejects all kinds diplomatic and humanitarian efforts, says an
Armenian lawmaker.
Describing the Azerbaijani policies as a path towards self-isolation,
Artak Zakaryan (Republican Party) said he finds that the OSCE Minsk
Group (which act as an international mediator in the land dispute over
Nagorno-Karabakh) has to now properly analyze and draw corresponding
conclusions from the incident.
"We all the time hear generalized calls for parity, whereas Azerbaijan
itself must be condemned for every violation of ceasefire and
every border incident. The Minsk Group has to clearly state that
'Azerbaijan violated [the ceasefire]' or 'Azerbaijan sticks to its
non-constructive stance' and so on. And in that case, Azerbaijan
will have to guide itself by the [principles of the] peace settlement
process," he told Tert.am.
In their statement issued on November 20 (eight days after the M-24
helicopter was shot down by the Azerbaijani armed forces), the US,
French and Russian co-chairs of the OSCE Minsk Group referred to the
crash site as a heavily mined area of neutral territory on the Line
of Contact. "We call on the sides to cease firing in the vicinity of
the crash site and facilitate the demining of the area surrounding
the site. In the spirit of the Astrakhan statement of October
2010 between the Presidents of Armenia, Azerbaijan, and Russia,
the Co-Chairs urge Azerbaijan to permit the recovery of the bodies
of the victims, and Armenia to cooperate fully with all efforts to
resolve this humanitarian situation. We note the presence of the
Personal Representative of the OSCE Chairman-in-Office Ambassador
Andrzej Kasprzyk and his team in the region, and encourage the sides
to use his good offices to allow access," read the message.
Asked to comment on Azerbaijan's tough reaction which caused the
Armenian side to choose extreme measures, Zakaryan said he thinks
that any non-constructive step by the country negatively affects
the continuing peace negotiations. According to him, the country
thus undermines all confidence-building efforts, preventing a future
progress in the talks.
"Without a mutual trust between the societies, it isn't possible to
speak of conflict settlement measures and progress," he added.
Speaking to Tert.am, Secretary of the ARF-D (Armenian Revolutionary
Federation-Dashnaksutyun) Bureau Aghvan Vardanyan agreed that
Armenia's attempts to reach a diplomatic solution wouldn't work in
the case of Azerbaijan. "Armenia attempted to find solutions through
diplomatic efforts, but it met Azerbaijan's cynical and non-adequate
reaction. Remember the statements saying 'we will return [the bodies]
whenever we find it appropriate'. And as a result of its Defense Army's
brilliant operations, Karabakh managed to prove that it is capable
of conducting operations equivalent to the best militaries," he added.
Vardanyan said he finds that the operations left the country's
belligerent rhetoric hanging in the air. "So no wonder they do not
react in any way these days; they aren't able to grasp what actually
happened. This was a good lesson for Azerbaijan," he said.
