CONSTITUTION SHOULD RULE OUT STATE-SOCIETY CONFLICT - ARMENIAN EXPERT

A constitution's role is to create a state-society model powerful
enough to rule out conflicts in that uninterrupted chain, an expert
in constitutional law has said, commenting on the government-proposed
amendments to the basic law.
"There is the state-society chain, and with the Constitution, we must
create a state-society model ruling out conflicts," Vardan Ayvazyan
told Tert.am.
The expert stressed the importance of adopting the right approach
to ensure harmony between the government and public and to improve
the society's living standards. "To do that, the authorities have to
implement a national civil society building program simultaneously
with the constitutional amendments. The people have to be upgraded
to a level to realize and bring to life the constitutional reforms.
Otherwise, we cannot expect changes in the living standards, either
positive or negative," he said.
