    TURKEY DISCUSSES OCCUPATION OF KARABAKH FROM STANDPOINT OF INT'L LAW

    Project Management Association held a conference on "The occupation
    of Nagorno-Karabakh from the standpoint of international law" in the
    Turkish city of Bursa, said the message of the association on Oct.27.

    The conference was held within the framework of the grant competition
    for foreign NGOs, organized by the Council of state support of NGOs
    under the president of Azerbaijan.

    During the event, the chairman of the Association, Professor Cetin
    Elmas spoke about the importance of the implemented project. He
    regarded the occupation of Azerbaijani lands by Armenia as a flagrant
    violation of international legal principles.

    Professor Hasan Tunc, executive director of the secretariat of the
    Council of state support Farasat Gurbanov and others also spoke at
    the conference.

    Conference participants noted the importance of the resolution of
    the conflict within the framework of the territorial integrity of
    Azerbaijan and also urged the international community to pay more
    attention to this problem.

    The conference was also attended by experts and representatives of
    various NGOs and the mass media.

    The conflict between the two South Caucasus countries began in 1988
    when Armenia made territorial claims against Azerbaijan.

    As a result of the ensuing war, in 1992 Armenian armed forces occupied
    20 percent of Azerbaijan, including the Nagorno-Karabakh region and
    seven surrounding districts.

    The two countries signed a ceasefire agreement in 1994. The co-chairs
    of the OSCE Minsk Group, Russia, France and the U.S. are currently
    holding peace negotiations.

    Armenia has not yet implemented four U.N. Security Council resolutions
    on the liberation of the Nagorno-Karabakh and the surrounding regions.
