ODIHR REPORT SHOWS HIERARCHIC GOVERNMENT ARMENIA'S MAJOR PROBLEM - AVETIK ISHKHANYAN

Avetik Ishkhanyan, Chairman of the Helsinki Committee of Armenia NGO,
regards as unbiased and interesting the Assessment of the Legislative
Process in the Republic of Armenia released by the OSCE Office for
Democratic Institutions and Human Rights (ODIHR).
"All the points are unbiased and easy solutions are offered. Despite
tactful approaches, their implications are clear because OSCE/ODIHR
experts have no right to stronger-worded statements," Mr Ishkhanyan
said.
The report indicates Armenia's major problems.
"One of the major problems is that, despite declared separation of
power in Armenia, it is not actually so," he said. Civil initiatives'
involvement in debates is sometimes merely formal, with the government
dominating.
"The report shows that Armenia's major problem is hierarchic
government and all the resultant problems. The European structures
demand cooperation between the authorities and civil initiatives,"
Mr Ishkhanyan said.
