INTERFAX: SERVICEMAN CHARGED WITH GYUMRI MURDERS TO BE TRIED BY RUSSIAN COURT

The trial of Russian serviceman Valery Permyakov, who is charged
with murdering a seven-member Armenian family in Gyumri last month,
will be held in the Garrison Military Court in the territory of the
Russian military base, reports the Russian Interfax news agency,
quoting "sources familiar with the situation".
The source says the decision has been made on the basis of a bilateral
agreement on the status of the military base situated in the north
of Armenia.
According to another Interfax source, the sides are also coordinating
a joint bill of indictment on the basis of the Russian legislation.
Permyakov, 19, is being prosecuted under the criminal laws of Armenia
and Russia. In Armenia he is charged with murders, while by Russian
laws he is also charged with desertion.
Protests took place in Gyumri following the January 12 brutal murders
of an entire seven-member family of the Avetisyans, with residents
demanding that the Russian serviceman charged with the crimes be
prosecuted and tried in Armenia and by Armenian laws.
Armenian Prosecutor-General Gevorg Kostanyan promised to angry
demonstrators on January 15 that he would make such a request to his
Russian counterpart.
Many lawyers in Armenia, however, believe that the Russian side has
no jurisdiction over Permyakov even if he was detained by Russian
border-guards. They say that Armenia has all grounds to demand the
transfer of the accused to Armenian justice.
