GYUMRI MURDER: RUSSIA PLANS STRICT PUNISHMENT AGAINST MILITARY BASE COMMAND - PAPER

The Russian Ministry of Defense intends to enforce strict
accountability measures against the command of its Gymr-stationed
military base over the recent family murder which claimed six lives.
The main suspect in the case is Valery Permyakov, a serviceman of the
102nd military base who lateradmitted to committing the homicide. He
was caught by Russian border guards on the Armenian-Turkish border
on Monday night.
Arkady Bakhind, a deputy minister who is now in Armenia, has informed
Minister of Defense Seyran Ohanyan of an internal investigation into
the crime's details, the Russian newspaper Kommersant reports.
The Ministry is said to be planning strict punishment against all
those who are in some way or another linked to the incident.
The military base's command has been given reprimands and warnings.
The Ministry has promised to send the materials to inquest bodies
for instituting a criminal case.
The murder in Armenia's second largest city was committed at 6:00
am local time on Monday. The only survivor is an infant who was
hospitalized hours after the incident.
