JAMES APPATHURAI OVER GYUMRI TRAGEDY

What happened in Gyumri was a terrible human tragedy, James Appathurai,
NATO Secretary General's Special Representative for the Caucasus and
Central Asia, told reporters in Yerevan, on 15 January.
Appathurai is sure that the Armenian authorities will find a proper
solution to the issue.
Six members of the Avetisyan family, including a two-year-old girl,
were shot dead, and a six-month-old baby boy was wounded in their
house in Gyumri on 12 Janury. Valery Permyakov, a serviceman of the
102nd Russian Military Base in the city, is the suspect of this crime.
People are protesting in Gyumri demanding to hand the criminal to the
Armenian law-enforcement. Everything began when Armenia's Prosecutor
General, Gevorg Kostanyan, said that serviceman Valeriy Permyakov
cannot be handed to the Armenian law-enforcement in line with the
RF legislation. Later, Kostanyan said that the investigation process
will be in the territory of Armenia in line with the legislations of
Armenia and Russia.
