    ACTION OF PROTEST TO BE HELD IN USA TO DEMAND THAT SERVICEMAN PERMYAKOV SHOULD NOT BE HANDED OVER TO RUSSIA

    An action of protest will be held in front of the Armenian Consulate
    in Los Angeles at 7 pm Yerevan time. The demonstrators will demand
    that serviceman Valery Permyakov suspected of murdering the Armenian
    family in Gyumri, should not be handed over to Russia.

    To note, similar actions have been held in Armenia as well. Everything
    began when Armenia's Prosecutor General, Gevorg Kostanyan, said
    that serviceman Valeriy Permyakov cannot be handed to the Armenian
    law-enforcement in line with the RF legislation.

    Later, Kostanyan said that the investigation process will be in
    the territory of Armenia in line with the legislations of Armenia
    and Russia. At present, both the parties have initiated separate
    criminal cases. He did not say if Permyakov will be jailed in Armenia
    or Russia. Meanwhile, the Russian garrison court has already chosen
    arrest as a measure of restraints against Permyakov. The Armenian
    party is outraged at such a decision, as all the facts are in the
    hands of the Armenian law-enforcement.

    On Jan 12, a family of six was murdered in Gyumri. Valery Permyakov,
    a serviceman of the 102nd Russian Military Base in Gyumri, is the
    suspect. On 14 January Armenian Prosecutor General's Office reported
    that they did not discuss the issue of handing over Permyakov to the
    Armenian side, as according to the Russian legislation, a Russian
    citizen cannot be handed over to another country. But after numerous
    protest actions near the 102nd Russian military base in Gyumri and
    the meeting at the president's residence, Armenia's Prosecutor General
    Gevorg Kostanyan said that the investigation of the case will be held
    according to the legislation of Armenia and Russia through comparing
    the legislative acts of the two countries. He emphasized that the
    criminal will be imprisoned in the territory of Armenia and the
    process will be transparent.
