    HOW ARE CUSTOMS DOING AFTER MEMBERSHIP TO EURASIAN UNION?

    Membership to the Eurasian Economic Union has not facilitated
    the customs process for exporters and importers as the members of
    government vowed earlier. The president of the Armenian Association
    of exporters Raffi Mkhchyan told Lragir.am companies are mostly in
    uncertainty on these days.

    Recently Raffi Mkhchyan has dealt with the customs and tells the
    following: "In fact, today we are not working in the way they had
    vowed to us. Cargos shipped to Russia or other EEU member states via
    Georgia are subject to customs formalities in our customs for transit
    declaration. In other words, the same measures continue to be applied.

    Earlier they vowed that there would be no formalities within the
    EEU, only once at the border but this is not the case. This action
    is performed either on the border or at Araratyan Customs House,
    the normal procedure is applied, payments are charged for that."

    According to him, only several documents were eliminated, such
    as country of origin or phyto certificates. However, this is also
    relative because the buyer may request the supplier to submit those
    documents any time.

    "Not much has changed in our lives. We are merely working in accordance
    with Russian regulations. The difference is that the formalities are
    completed on the day the payment is made. We were told to take the
    goods from Yerevan with invoice, no, it is not the case, since we
    do not have a shared border with the EEU, our cargo is shipped via
    Georgia, it requires formalities," Mkhchyan says.

    In case of trade with the third countries, according to him, the
    former regulations apply but the customs tariffs have changed. Only
    rates of 700 goods have not increased.

    "I receive coffee from the Kingdom of Thailand. Earlier the customs
    duty was 10%, now it is 10.3%. In the case of the third countries
    the formalities are the same but new tariffs apply," he says.

    Raffi Mkhchyan says at this stage both importers and exporters are
    complaining of uncertainly. "There are people who are not aware of
    the tariff for the goods they have brought, there is confusion, we
    hope it will be overcome in a few days. I have been at the Araratyan
    Customs House for two days but there are no booklets, leaflets that
    would guide people, help them out of this confusion," he said.

    Raffi Mkhchyan thinks it takes time to get used to the new
    regulations. "It takes time for people to take so much information
    because there is a lot of information that is not yet accessible to
    everyone, even the customs officers," he says.

    The president of the Association of Exporters also said that at this
    stage businesses avoid imports and exports. "There were very few
    exporting and importing people at the customs house. It is partly
    due to the month of January. Some brokers said people cannot make
    decisions, they want to do something after they know the tariff for
    their goods. On the whole, movement is down, the situation in which
    Russia has appeared is a problem for us," said the chairman of the
    Association of Exporters.
