EDUARD NALBANDYAN DID NOT FULLY ANSWER QUESTION RELATED TO GYUMRI MURDERS

Armenia's Minister of Foreign Affairs Eduard Nalbandyan, in essence,
did not answer a question asking if the Gyumri murder case had
violated an article in 1997 Armenia-Russia agreement where it states
that the suspects of offenses committed outside the Russian military
base territory must be transferred to Armenian law enforcement.
Recall, that last weekduring a discussion about the Gyumri murders in
the National Assembly, Heritage Party faction MP, ex-Foreign Minister
Alexander Arzumanyan stated that the Foreign Minister, not Prosecutor
General Gevorg Kostanyan, should be responsible for discussing the
latter, because it relates to an interstate agreement. A number of
MPs in the National Assembly demanded that Nalbandyan be present
during Parliamentary hearings.
Today, during a press conference while answering to Epress.am
journalist's question, Nalbandyan noted that if there are any
contradictions within any agreement "then they must appeal to the
authorized institutions and create a commission." He stated that
if the commission decided that there are violations, then the only
solution to the problem is through diplomacy. As to who and where
one needs to appeal to create commission, the minister did not specify.
Nalbandyan only added that if the National Assembly has invited the
MFA to its hearings, then either he or another representative from
the MFA would visit with the MPs.
