CONSTITUTIONAL REFORMS: ARMENIAN OPPOSITIONIST SAYS JOINING DEBATES POSSIBLE IF PROPOSALS ACCEPTED

The opposition Heritage party's deputy leader does not rule out their
political force's presence at the debates devoted to the constitutional
reforms but says their proposals have to be taken into accounbt to
make their participation possible.
In comments to Tert.am. Armen Martirosyan said their yesterday's
meeting with the president focused exclusively on the proposals
concerning the reforms without expanding on other issues of key
interest.
As part of his negotiations with the political forces, President Serzh
Sargsyan on Thursday met with senior members of the party (Martirosyan,
and Ruben Hakobyan, the leader of the opposition Heritage faction in
parliament) to discuss the proposed package.
Martirosyan said he wishes to see the authorities' political will to
conduct a content-based debate to achieve effective changes.
He said the party earlier too, had had different meetings and debates
with other political forces and politicians. "We have had many meetings
with other individuals and political forces whose activities were
not unequivocally perceived by the society ... We just introduced
our approaches over the three clauses issued last year, and not only.
So these are proposals which, if accepted, will enable us to
participate in the constitutional reforms' debates launched by the
authorities," he explained.
Martirosyan added that their proposals, voiced at the meeting, called
for "giving the opposition appropriate leverages, adopting the 100%
proportional representation system, publishing the voter turnout
lists and conducting snap elections."
"Besides," the politician said, "I addressed the sovereignty issue and
said that the first and second articles of the Constitution should
not change through a referendum. I mean, Armenia's sovereignty is
not subject to any debate; it shouldn't be at all."
"Our proposals spurred quite a heated debate; the authorities are
thinking over them and promised to consider the issue. So everything
will be clear after the debate. In case they accept our proposals,
we'll take part in the debates; if not, that implies an unequivocal
reply, so to say."
