    The decision of Armenia to join the Eurasian Economic Union was
    apparently determined by security objectives and other guarantees that
    were given to Serzh Sargsyan, namely it was said that the country's
    security would benefit from the membership of Armenia to the Eurasian
    Economic Union but this was not the case, said the co-chair of the
    steering committee of the Eastern Partnership Civil Society Forum
    Krzysztof Bobinski in a press briefing during the EaP Parliamentary
    Assembly in Yerevan.

    However, security did not improve while tension at the line of contact
    aggravated, so it is time to review these guarantees as to how real
    they are, Bobinski said.

    According to him, provided the changes that followed 3 September 2013
    and the political decision of Armenia to join the EEU, the Armenian
    authorities keep on their agenda the completion of the remaining
    actions stemming from the Association Agreement.

    According to him, Armenia is currently negotiating with the European
    Union to figure out what document can be signed.

    Hence, according to him, not only the will of the Armenian government
    but also the consent of 28 EU member states is needed, which is not in
    place yet. If there is an expectation to sign a framework agreement
    or some other document in Riga, it should be taken into account that
    little time is left till the summit in Riga.

    Krzysztof Bobinski says the September 3 decision does not mean that
    the EU-Armenia relationship is over. He disagrees that the Eastern
    Partnership policy must be revised because it was wrong or ineffective
    but the policy must be revised because serious changes have taken
    place. He notes that what is going on demonstrates that Europe is
    now more interested in the countries of Eastern Partnership than 5-6
    years ago.

    In answer to the question whether Europe can help Armenia in terms
    of security, Bobinski said at this stage it is difficult to consider
    security guarantees because first a document must be signed based
    on which financial assistance can be considered. Bobinski said if
    the negotiations succeed, and the EU and Armenia sign a document,
    it will be possible to set up new relations in the future.

    But first it is necessary to ensure democracy, the rule of law,
    human rights, freedom of expression and so on, he said.
